Andrew Barr Unveils New ACT Cabinet, Pledging More Homes, Stronger Economy and Better Public Services

CANBERRA, ACT — ACT Chief Minister Andrew Barr has announced a major Cabinet reshuffle, unveiling a refreshed ministerial team that he says is focused on tackling Canberra’s housing challenges, growing the economy, strengthening public services and delivering the infrastructure needed for the Territory’s future.

The new Ministry combines experienced ministers with new leadership, highlighted by the appointment of Rachel Stephen-Smith as Deputy Chief Minister and the elevation of Caitlin Tough to Cabinet.

Barr said the Government’s priorities reflect the needs of a growing city.

“Canberra is a growing, confident and ambitious city. This Cabinet is focused on building the homes, infrastructure, public services and economic opportunities that a growing city needs,” he said.

Rachel Stephen-Smith will take on the role of Deputy Chief Minister while overseeing key portfolios including Education, Child Development and Wellbeing, Finance, the ACT Public Service and Health Infrastructure. Barr said her extensive ministerial experience would be instrumental in delivering essential services across the Territory.

Newly appointed Minister Caitlin Tough joins the Cabinet with responsibility for Human Rights, Community Services, Corrections, Women, Seniors and Veterans, and the Prevention of Family and Domestic Violence. Her appointment also ensures that every ACT electorate is represented at the Cabinet table.

Barr will continue serving as Chief Minister while leading the Government’s agenda on trade, investment, tourism, the knowledge economy and major projects. He said Canberra’s long-term prosperity depends on continued investment in innovation, advanced industries, research, higher education and job creation.

Meanwhile, Dr Marisa Paterson has been appointed Minister for Health while retaining responsibility for Mental Health. The Government said maintaining a standalone Mental Health portfolio demonstrates its commitment to improving mental health services and ensuring wellbeing remains a central policy priority.

The new ministerial arrangements will come into effect on 30 July 2026, with the first meeting of the refreshed ACT Cabinet scheduled for 5 August 2026.
