High-Level Commission of Nepal Restricts Former IGP-Khapung from Leaving Kathmandu and Traveling Abroad Amid Ongoing Investigation

KATHMANDU, Nepal —13 Nov 2025

The High-Level Investigation Commission of Nepal formed to examine the incidents of September 8 and 9 (23 and 24 Bhadra) has imposed travel restrictions on former Inspector General of Police (IGP) Khapung, preventing him from leaving the Kathmandu Valley or traveling abroad without official approval.

In an official statement released on Wednesday, the Commission announced that the decision aims to ensure Khapung’s availability for ongoing inquiries related to the events under investigation. The Commission’s spokesperson Bijyanraj Sharma confirmed that a formal letter has been sent to relevant authorities to implement the restrictions immediately.

The statement reads:

“Since Mr. Khapung has retired from his post, he may be required to appear before the Commission at any time for questioning and clarification. Therefore, effective from today, arrangements have been made to restrict his foreign travel and prevent him from leaving the Kathmandu Valley without prior approval from the Commission.”

The Commission has also directed that Khapung be officially informed of the restrictions. Sources within the Ministry of Home Affairs indicated that the Commission’s decision follows preliminary findings suggesting the need for further clarification from senior officials involved in the events that took place in early September.

The High-Level Investigation Commission was established by the government to probe the circumstances surrounding the September 8–9 incidents, which drew public attention and prompted demands for accountability within Nepal’s law enforcement leadership.

The Commission is expected to summon additional senior police officials for questioning as the investigation progresses. Meanwhile, no immediate response has been received from Khapung regarding the travel restriction order.
